Richmond's industrial roofs

Kidder Mathews counts 17,950,145 square feet of industrial space in Richmond, at 10.7% total vacancy and 9.1% availability. Despite year-to-date direct net absorption of −127,800 square feet, 1,055,418 square feet was leased year to date, about 5.9% of the inventory (1,055,418 ÷ 17,950,145; East Bay Industrial, Q3 2026).

Steady leasing means roofs get scoped at tenant turnover. On the bay shore, salt air and wind work on metal flashings and fasteners. See TPO roofing and flashing, sheet metal and drainage.

Richmond's apartment and small multifamily roofs

The California Department of Finance counts 9,308 units in 5+ unit buildings and 6,291 in 2–4 unit buildings in Richmond, population 113,695 (January 1, 2026). That's the most 2–4 unit housing of any Contra Costa city (DOF E-5, 2026).

Many small multifamily owners manage their own buildings. A plain-language condition report with photos helps them decide what to fix now. See roofing for property managers and owners.

Richmond reroof permits

  • Permits are issued only to owners or their authorized agents and to licensed contractors. At registration, contractors provide a CSLB license card, a workers' compensation certificate and a current City of Richmond Business License (City of Richmond, Obtaining Permits).
  • The City's FAQ states: “Re-roofing requires a photo of the existing roof for Planning Department approval” (City of Richmond FAQ, May 2026).
  • Reroof inspections listed by the City: Roof Deck Nail (109), In-Progress (124) and Building Final (120).
  • Apply online through the City's permit portal.

Bay-shore rain and Title 24

At NOAA's Richmond station, December (4.90 inches) and January (4.83 inches) together bring about 40% of the year's 24.41 inches ((4.90 + 4.83) ÷ 24.41). The warmest month is September, with a 74.7°F average high (NCEI, 1991–2020 normals).

With that much rain packed into two months, clear drains and sound flashings before December matter most. See roof maintenance programs.

Title 24

Richmond ZIP codes 94801, 94803, 94804, 94805 and 94806 are in climate zone 3 (CEC ZIP list). On nonresidential low-slope roofs, California's Energy Code applies cool-roof requirements when the area replaced, recovered or recoated is more than 50% of the roof or more than 2,000 square feet, whichever is less (Energy Code §141.0(b)2B). The new surface must be a CRRC-rated product that meets the code's reflectance and emittance minimums, and a re-roof over conditioned space in Bay Area climate zones 3, 4 and 12 generally also needs R-23 continuous insulation (BayREN, Table 141.0-C). Recoats are exempt from the insulation rule. Roof area over unconditioned warehouse space doesn't trigger the cool-roof rules (CEC FAQ). Our Title 24 re-roof guide walks through the trigger, the cool roof values and the insulation rule.
