Concord's office roofs: the biggest, emptiest submarket on I-680
Newmark counts Concord as the largest of the seven North I-680 office submarkets, at 4.83 million square feet, with 34.2% availability, the highest in the market. Availability fell 90 basis points from 2Q 2026, and Concord posted the largest absorption in its submarket group (25,090 square feet), though leasing remains below pre-pandemic levels (North I-680 Office, 3Q 2026).
With a third of the space available, owners match roof spending to their hold and leasing plans: targeted repairs, coatings on sound roofs, or a re-roof before a major lease. A condition report documents the roof for buyers, lenders and tenants.
Coat or replace?
A coating can extend a roof that's still sound, with little wet insulation. Widespread moisture, failed seams or multiple layers usually mean replacement. See restoration and coatings.

Concord's Reroof Permit
From the City of Concord Building Division's Reroof Permit instructions and permit pages:
- One “Reroof Permit” type covers all reroofing: commercial, residential, overlays and tear-offs, applied for in the city's Accela Virtual Permit Center.
- The application needs a contractor's declaration (or owner-builder form) and any required Title 24 energy documents.
- The contractor's license must carry a City of Concord business license number, or a city business license must be obtained before the application continues.
- The permit is issued once fees are paid online, and a printed inspection card must be on site for every inspection.
Commercial scopes that need review by the Fire District, County Health or the Central Contra Costa Sanitary District need separate applications, which the city doesn't route; most re-roofs won't trigger these (City of Concord, Apply for a Building Permit).
Concord weather on flat roofs
NOAA's Concord Buchanan Field station (1991–2020 normals): 16.05 inches of rain a year, with January (3.21 inches), February (3.19 inches) and December (3.18 inches) nearly tied, and about 84% falling November through March. The July average high is 88.0°F (NCEI).
Three straight wet months test drains and flashing; hot summers age coatings. See flashing, sheet metal and drainage.
Climate zone 12
Concord is in Title 24 climate zone 12 (CEC). On nonresidential low-slope roofs, California's Energy Code applies cool-roof requirements when the area replaced, recovered or recoated is more than 50% of the roof or more than 2,000 square feet, whichever is less (Energy Code §141.0(b)2B). The new surface must be a CRRC-rated product that meets the code's reflectance and emittance minimums, and a re-roof over conditioned space in Bay Area climate zones 3, 4 and 12 generally also needs R-23 continuous insulation (BayREN, Table 141.0-C). Recoats are exempt from the insulation rule. Our Title 24 re-roof guide walks through the trigger, the cool roof values and the insulation rule.
Apartments and HOAs
The California Department of Finance counts 48,246 housing units in Concord: 11,859 in 5+ unit buildings, 3,420 in 2–4 unit buildings and 3,450 single-attached, in a city of 122,494 (January 1, 2026). Property managers get a photo report and a line-item scope to forward to the owner; boards get good, better and best options. See roofing for property managers and HOA and condo roofing.
