Redwood City's permit and work-hour rules
From the City of Redwood City Building Division:
- Roofing permits are reviewed over the counter (Approximate Plan Review Times).
- Applications are electronic only, through the city's eTRAKiT portal.
- At inspections, the contractor must have a qualified employee on site with the plans, permit and job card (Building FAQ).
- Construction hours are 7 a.m. to 8 p.m., Monday through Friday. Weekend or holiday work must be requested 30 calendar days ahead and approved in writing by the Building Official; emergency work is allowed after hours (Building FAQ).
- The 2025 California codes apply to applications from January 1, 2026 (city notice).
What that means for scheduling
Offices and labs that want roof work off-hours need a weekend request about a month ahead. Build that lead time into the bid schedule.

Office and lab roofs
Redwood City's commercial stock includes office and lab buildings, with rooftop air handlers, exhaust fans and dense penetrations over tenants who stay in operation. Property managers also need COIs and safety paperwork in order before work starts. See roof maintenance programs and TPO roofing.
Title 24
Redwood City ZIPs 94063 and 94065 are in climate zone 3 (CEC ZIP list). On nonresidential low-slope roofs, California's Energy Code applies cool-roof requirements when the area replaced, recovered or recoated is more than 50% of the roof or more than 2,000 square feet, whichever is less (Energy Code §141.0(b)2B). The new surface must be a CRRC-rated product that meets the code's reflectance and emittance minimums, and a re-roof over conditioned space in Bay Area climate zones 3, 4 and 12 generally also needs R-23 continuous insulation (BayREN, Table 141.0-C). Recoats are exempt from the insulation rule. Our Title 24 re-roof guide walks through the trigger, the cool roof values and the insulation rule.
Redwood City weather on roofs
Redwood City has its own NOAA station. Its 1991–2020 normals: 19.02 inches of rain a year, 86% of it November through March, with December (3.92 inches) and January (3.81 inches) the wettest months. The July average high is 81.0°F, warmer than SFO's warmest month (74.8°F in September) (NCEI).
That's more rain than the South Bay and warmer summers than the north Peninsula: concentrated winter rain on drains and flashing, and summer heat on coatings. See flashing, sheet metal and drainage.
Apartments and condos
