Fremont's building stock: big roofs, low vacancy
Kidder Mathews reports Fremont and Newark together: 58.6 million square feet of industrial space, the largest of its East Bay submarkets, at 6.8% total vacancy, the lowest in that table, with about 343,000 square feet under construction (East Bay Industrial, Q3 2026).
Fremont also has 17.7 million square feet of R&D at 11.5% total vacancy. Kidder counts it in its Silicon Valley R&D market, even though the city is in Alameda County (Silicon Valley R&D, Q3 2026).
What that means on the roof
Occupied, low-vacancy buildings rarely get a clean window for a tear-off, so phasing, daily dry-in and work around production schedules matter. On large flat areas, drainage and skylight curbs are the usual leak points. See TPO roofing and restoration and coatings.
Housing: the California Department of Finance counts 23,423 units in 5+ unit buildings and 10,849 single-attached units, a large townhome HOA market, in a city of 233,974 (January 1, 2026).

Fremont's Express Reroof permit
Fremont offers an Express Reroof record for residential and commercial projects that remove and replace more than 100 square feet of roofing material. It's applied for online through Citizen Access and issued automatically (City of Fremont, Permit Types).
The solar exception
Removing and replacing photovoltaic panels is allowed under Express Reroof only for single-family homes. A commercial building with rooftop solar that has to come off needs a regular building permit (same source). See commercial roof replacement.
Inspections
Every permit requires an inspection. Inspections are scheduled in Citizen Access or on the city's inspection line, with a 2:00 p.m. cutoff the business day before for next-day inspections (City of Fremont, Inspections).
Compared with neighbors
Sunnyvale's trigger is also 100 square feet (City of Sunnyvale). Hayward's is 200 square feet (Reroofing Requirements), and San José's is 25% of the roof (Bulletin #201).
Fremont weather and Title 24
The nearest NOAA station is in nearby Newark. Its 1991–2020 normals: 14.37 inches of rain a year, with February the wettest month (2.82 inches) and about 83% falling November through March, and an August average high of 77.3°F (NCEI).
Climate zone 3
The Fremont ZIPs we checked (94536, 94538, 94539, 94555) are in Title 24 climate zone 3 (CEC ZIP list). On nonresidential low-slope roofs, California's Energy Code applies cool-roof requirements when the area replaced, recovered or recoated is more than 50% of the roof or more than 2,000 square feet, whichever is less (Energy Code §141.0(b)2B). The new surface must be a CRRC-rated product that meets the code's reflectance and emittance minimums, and a re-roof over conditioned space in Bay Area climate zones 3, 4 and 12 generally also needs R-23 continuous insulation (BayREN, Table 141.0-C). Recoats are exempt from the insulation rule. Our Title 24 re-roof guide walks through the trigger, the cool roof values and the insulation rule.
In mixed buildings, roof area over unconditioned warehouse or process space isn't counted toward the size threshold (BayREN), so a building can be measured in sections.
Common roof problems on Fremont tilt-ups
Ponding at interior drains
Wide roofs with few drains, where debris and low spots hold water after storms. See drains and flashing.
Skylight curbs
Failing curb flashings on warehouse and manufacturing skylights.
Parapet and coping leaks
Water entering at tilt-up panel joints under the coping.
Aging single-ply seams
Seams opening on older re-roofs. See commercial roof repair.
Equipment penetrations
Leaks where rooftop units, conduit and exhaust meet the roof.

Frequently Asked Questions
Yes, when the job removes and replaces more than 100 square feet of roofing. Fremont's Express Reroof permit covers residential and commercial re-roofs, is applied for online through Citizen Access, and is issued automatically. A commercial roof with solar panels that must be removed needs a regular building permit instead. Every permit requires inspection.
Commercial Roofing Inc. repairs, inspects, coats and replaces roofs on Fremont warehouse, manufacturing, R&D and HOA buildings. Conditions are documented with photos, and you get a line-item scope you can forward to an owner or board. Call (408) 770-5992 or request a bid.
Usually, with phasing. Large roofs are typically re-roofed in sections, with each section closed watertight at the end of the day and work scheduled around docks, production and rooftop equipment. Ask every bidder for a phasing plan in writing, so you can compare how each one would handle your operations.
About 14.4 inches a year at nearby Newark, per NOAA's 1991–2020 normals, with February the wettest month at 2.82 inches. Roughly 83% falls November through March, so clearing drains and checking skylight curbs in the fall heads off most winter leaks on big flat roofs.
It depends on the space under the roof. In Fremont's climate zone 3, qualifying nonresidential re-roofs need a CRRC-rated cool roof, and re-roofs over conditioned space generally need R-23 insulation. Roof area over an unconditioned warehouse or process space isn't counted toward the size threshold, so mixed buildings get measured in sections.
