Hayward's industrial roofs: space changing hands
Kidder Mathews counts 43.5 million square feet of industrial space in Hayward at 11.7% total vacancy, with the highest sublease vacancy rate in its East Bay table (3.0%), year-to-date direct net absorption of about −413,000 square feet, and roughly 199,000 square feet under construction (East Bay Industrial, Q3 2026). Next door, Fremont and Newark sit at 6.8%.
What that means on the roof
When space turns over, owners and incoming tenants want to know the roof's condition before signing, and landlords weigh repair, coating or re-roof against the lease term. A photo-documented roof condition report answers that. See also restoration and coatings.
Housing: the California Department of Finance counts 15,466 units in 5+ unit buildings and 6,196 single-attached units, in a city of 161,557 (January 1, 2026).

Hayward's re-roof permit: the 200 square foot rule
From the City of Hayward's Reroofing Requirements handout, listed under both its residential and commercial/multi-family checklists, and its Permit Center FAQ:
- A building permit is required when more than 200 square feet of roof covering is installed, repaired or replaced. Fremont and Sunnyvale trigger at 100 square feet, and San José at 25% of the roof.
- Re-roofs are usually over-the-counter permits (Permit Center FAQ).
- Overlays: a new covering can go over only a single existing layer. If there are two layers, both must come off. No overlay over water-soaked or deteriorated roofing, over tile, slate or shake, or where the manufacturer prohibits it.
- Weight: roofing over 5 lb per square foot may need structural review.
Inspections
A pre-roof inspection after the old roofing is removed or prepared, a roof nailing inspection if new sheathing goes on, and a final. The permit holder must provide a secured ladder rated for at least 250 lb that extends 3 feet above the roof, or the inspection may fail.
Materials and colors on commercial roofs
The handout directs commercial and industrial owners to the Hayward Planning Division for permitted materials and colors. Qualifying nonresidential low-slope re-roofs also have to meet Title 24's cool-roof rules, so confirm the product with Planning early.
Hayward weather on flat roofs
NOAA's Hayward Air Terminal station (1991–2020 normals): 16.00 inches of rain a year, with December the wettest month (3.20 inches) and about 82% falling November through March, and average highs of 76.4°F in August and 77.0°F in September (NCEI).
Title 24
The Hayward ZIPs we checked (94541, 94542, 94544, 94545) are in climate zone 3 (CEC ZIP list). On nonresidential low-slope roofs, California's Energy Code applies cool-roof requirements when the area replaced, recovered or recoated is more than 50% of the roof or more than 2,000 square feet, whichever is less (Energy Code §141.0(b)2B). The new surface must be a CRRC-rated product that meets the code's reflectance and emittance minimums, and a re-roof over conditioned space in Bay Area climate zones 3, 4 and 12 generally also needs R-23 continuous insulation (BayREN, Table 141.0-C). Recoats are exempt from the insulation rule. Roof area over unconditioned warehouse space isn't counted toward the size threshold (BayREN). See commercial roof replacement. Our Title 24 re-roof guide walks through the trigger, the cool roof values and the insulation rule.

Frequently Asked Questions
When more than 200 square feet of roof covering is installed, repaired or replaced. Hayward issues most re-roof permits over the counter. Expect a pre-roof inspection after tear-off, a nailing inspection if new sheathing goes on, and a final inspection, with a secured ladder provided for the inspector.
Commercial Roofing Inc. repairs, inspects, coats and replaces roofs on Hayward warehouse, industrial and HOA buildings. The leak source is documented with photos, and you get a line-item scope you can forward to the owner. Call (408) 770-5992 or request a bid.
Only over one existing layer. Hayward's reroofing requirements say that if a roof already has two layers, both must be removed, and that no overlay can go over water-soaked or deteriorated roofing or where the manufacturer prohibits it. An inspection that checks for moisture tells you which case you're in.
Yes. A roof condition report documents the membrane, drains, skylights, flashing and any wet areas with photos, so the landlord and tenant agree on the roof's condition before the lease starts. With Hayward's industrial vacancy at 11.7% in Q3 2026 (Kidder Mathews), plenty of space is changing hands.
Check with the city first. For commercial and industrial buildings, Hayward's reroofing handout sends owners to the Planning Division for permitted materials and colors. Separately, California's energy code requires cool roofs on qualifying nonresidential low-slope re-roofs, so confirm the product with Planning before you choose it.
